However, as I can see, the screenshot of the error you posted is the EMC error. This error will not give us enough information to troubleshoot.
So, please try the following steps and capture a screenshot of the error message.
1. Connect Windows PowerShell to Office 365 service with an administrator account.

2. Run $RemoteCredential= Get-Credential to connect to your on-premise server. Type in the on-premise administrator credential. Please refer to the picture below.
3. Run the following cmdlet.
New-MoveRequest -Outbound -Remote TargetDatabase ‘Database1’ -RemoteHostName webmail.domain.com -RemoteCredential <Get-Credential> -TargetDeliveryDomain domain.com -Identity user@domain.com
