Yes, it’s okay to cache a mailbox if a user already has an Outlook installed. Since E1 plan has Exchange Online license but doesn’t have an Outlook client license, the E1 plan account can be configured in to Outlook client. If you configured the E1 plan account into the Outlook client, the E1 plan account can be synced to Exchange Online.
