Given this situation, I’d like to confirm if you have installed Visual Studio 2013 or Windows 8 Simulator on the system. If yes, please try to close the Visual Studio and Windows 8 Simulator application.
If not, since a lot of problems with Office 2013 might be caused by third party (non-Microsoft) applications or older versions of add-ins, I’d like to share you with the steps below for trying:
1. Try to update Windows to the latest on your computer and restart it.
2. Starting the application in Sage Mode to see if the issue is related to add-in. For your reference:

3. If you still cannot open any of the Office applications, please try starting the computer in clean boot mode and then try to perform an Online repair of Office. Please have a look at this article:

Note: Ensure to restart the computer in normal mode once troubleshooting is completed.
