As this issue is deleted before, the issue may be caused by user’s profile or My Site’s permission. You can refer to the following article to remove this user’s SharePoint Online license, wait for about twenty minutes, and then re-add it.

After doing this, please check whether the issue persists. If the user still has the accessing issue, please follow the steps below to check user’s My Site permission.

1. Login to the SharePoint admin center with your admin account.
2. Click user profiles> Manage User Profiles.
3. Find this user, open the menu and select Manage site collection owners.

4. Make sure the user itself is the site collection admin.
