The Office application in Office 365 Small Business Premium is the same as that in the Office 365 Enterprise plan.  They are both the Office 365 ProPlus. By default, Office 365 Small Business Premium, Midsize Business and Enterprise E3 plans include Office 365 ProPlus.

So, you can subscribe Office 365 Small Business Premium plan, and then install Office 365 ProPlus to meet your requirement.
