Could you let us know your purpose with adding the second title to the berlin master page? For instance, would you like others to have more quick menus when managing sites? In addition, could you edit the berlin.master file in SharePoint Designer?
Regarding the problem with deleting berlin.html file, we would like to collect some information that may assist us for further troubleshooting. We’d Appreciate if you can help to provide the details below.
1. URLs of the site collections which affected by the problem.
2. The tenant domain information. (E.g. contoso.onmicrosoft.com)
3. The problematic user’s Office 365 email address and display name.
4. Global Administrator’s email address.
