I understand you’d like to use Office Home & Student 2013 RT on your Surface RT. This is feasible.
However, I’m sorry that Office 365 Small Business Premium does not provide the licensing option for Office Home & Student 2013 RT. Office 365 Small Business Premium only provides the desktop version of Office client.
Office Home & Student 2013 RT is not a product included in Office 365. As we lack the resources for this product, if you’d like to use this on your device, I have found the following sites where you may get useful information.
